Timmy, i’m trying to hook up a monitor to my laptop computer and the monitor has an electrical plug attached, do I have to use that plug or does it receive its power from the laptop?

Some small portable USB-C monitors can get power from the laptop, but the vast majority need to be plugged in to electricity separately.
